๐ PMES Cycle Overview
The system follows four key phases based on the Civil Service Commission’s Strategic Performance Management System (SPMS):
Phase I: Performance Planning and Commitment
- Conducted before or shortly after the start of classes.
- Teachers complete the Self-Assessment Tool (SAT) and set goals via the IPCRF.
- Raters (e.g., school heads) guide teachers in aligning with PPST indicators.
Phase II: Performance Monitoring and Coaching
- Ongoing throughout the school year.
- Includes two full-period classroom observations per year using the Classroom Observation Tool (COT).
- Observations are scheduled collaboratively between rater and ratee.
Phase III: Performance Review and Evaluation
- Conducted at the end of each school year.
- Teachers are rated based on classroom observations, outputs, and professional development.
- Ratings are documented in the IPCRF and used for reclassification decisions.
Phase IV: Performance Reward and Development Planning
- Results are used to inform career progression, professional development, and recognition.
- Teachers may qualify for reclassification based on performance and available plantilla items.
๐ Key Features of PMES (2025–2028)
- Covers all public school teachers, including ALS, Madrasah, SPED, and Special Science programs.
- Evaluates teachers using all 37 PPST indicators.
- Promotes continuous growth, accountability, and streamlined documentation.
- Supports Expanded Career Progression System (ECP) for reclassification.
